One day:

Música nas praças (Saturday, 3)
In several places in Lisbon, from 16h00 to 23h00, there will be free entrance concerts. You can see the full program in the last page of this document. The places for the concerts will be the Chiado Museum, Praça do Município, Largo de São Carlos and Ruínas do Carmo (all the names have direct links to their location in google maps).

Free entrance on the DGPC museums and monuments (Sunday, 4)
The morning of the first Sunday of each month entrances are free at the museums that belong to the DGPC, the state's museums, so you can take advantadge of this morning to visit the ones you prefer. You can see a list of the DGPC monuments and museums in this link.

Market on the museum (Saturday, 17)
In the Natural History Museum there is a market on the third Saturday of the month, with free entrance, from 11h00 to 18h00, with gastronomy, arts and crafts, natural products and design. You can see the location here.

A few days:

Vintage Festival (7 to 11)
As the name indicates, it is a festival dedicated to all things vintage. On the first day the entrance is free (from 14h00 to 20h00). You can check their website and their facebook on these links. Location.

Autumn party at the Ajuda Bothanical Garden (13 and 14)
As usual, the Bothanical garden will host an Autumn party. The program is not availiable yet, but this is their website, and this is their facebook. The entrance is 2 euros and you can check this link to find out their schedules. Location.

International Orchid exhibition (16, 17 and 18)
It will be the first ever international orchid exhibition in Lisbon, after having a lot of sucsess in the north of the Portugal.The entrance is 2 euros, and the official website for the exhibition is this. Location.

Happy Life Lisboa (23, 24 and 25)
A fair in FIL that is all about a healthy and happy lifestyle, inside and out. The program of events in this fair is not yet released (at the time this post was made), but you can check the website here. Location.

All month long:

TAP Portugal, at MUDE
An exhibition at MUDE (Design Museum) about TAP, the portuguese airlines. You can check the exhibition's website here. Location.

Forests underwater, at Oceanário de Lisboa
Recently nominated one of the best aquariums in the world, the Lisbon aquarium receives "the world's largest nature aquarium", a temporary exhibition where Takashi Amano, a well known japanese aquascaper has created an aquarium that will grow with time. You can check the exhibits page here, and the aquarium's schedules and prices. Location.

Ricordo di Venezia, at Palácio Nacional da Ajuda
An exhibition about the Palace´s murano glass collection, unknown for a long time, but now acclaimed as one of the greatest in Europe. Unlike most museums and monuments of the DGPC, this one doesn't close on Mondays, but on Wednesdays. Check the schedules and prices here. Location.

Coming Out, by MNAA
After a huge sucsess in London, the exhibition idea of Coming Out by the National Gallery came to Lisbon, Some paintings of the MNAA (Museu Nacional de Arte Antiga) were replicated and these replicas are now exhibited throughout the city. You can see the map of the locations here.

Nights at Queluz, Tempest and Galanterie, at Palácio Nacional de Queluz
A series of concerts, with tickets costing 10 euros, at the Palácio Nacional de Queluz. They are not in the center of Lisbon, but you can get there easily by train. This is the full program and this is the website where you can purchase the tickets. Location.
